Address on the Ecological Culture Forum

Distinguished Shugang Minister, ladies and gentlemen, fellow guests,

Good morning, on behalf of Guizhou provincial committee and government and host organizations, please allow me to extend our warmest welcome to all of you. As an important agenda of the Eco Forum Global Annual Conference Guiyang 2016, Ecological culture forum formally opened today.

Eco Forum Global Annual Conference Guiyang, as the only state-level international eco forum in China, has already been held three times successfully. With the increasing influence of the forum, the circle of friends of Guihzou is now getting wider and wider and green Guizhou is getting louder and louder. It has already been an important window for Guizhou international cultural exchange. Sticking to the firm belief of“naturalness of Taoism”and“harmony of human and nature”contributed to the coming of Eco Forum Global Annual Conference Guiyang, people of Guizhou have created a splendid ethnic culture by harmonious coexistence between man and nature through the centuries based on their rich cultural reserves. In the 1980s, when ecological crisis became a global challenge, we made great efforts for the construction of Bijie ecological demonstration zone by launching poverty alleviation and ecological improvement. Especially in recent years, we thoroughly implemented the spirit of the General Secretary Xi's important speeches, uttered the strongest voice of the times“colorful Guizhou without pollution”. We continued to give high priority to ecology and green development to promote the constructions of ecological demonstration zones and mountain parks And we have obtained compelling achievement in ecological culture and ecological economy development after tireless efforts and arduous exploration. All in all, the Eco Forum comes at the right time, right place and with the support of people; ecological culture thrives for the green development, purity and co-sharing; Guizhou becomes colorful for the green mountain, clean water and kind people.

In the new era, ecological civilization cannot get away from economic development and ecological culture environment. We should actively practice the concept of“green development, unity of knowledge and action”to establish high awareness and confidence of ecological culture. In this sense, the Eco Forum comes as a result of trend of times. We hope that this forum will yield great results with our joint efforts, and become better and better.

雒树刚，河北南宫人，中央党校理论部党的学说和党的建设专业毕业，研究生学历，硕士学位，编审。

1978年10月至1982年7月在中国人民大学科学社会主义系学习，1983年9月至1986年7月在中共中央党校理论部党建专业学习。历任《求是》杂志社政治理论部主任，中共中央宣传部政策法规研究室主任、副秘书长兼理论局局长。2000年3月任中共中央宣传部副部长，2008年5月任中共中央宣传部常务副部长兼中央精神文明建设指导委员会办公室主任。2014年12月任文化部党组书记、部长。
