Abstract

This book is a panoramic literature of Hebei’s development with high theoretical value and practical significance led by Hebei Academy of Social Sciences，undertaken by Institute of Deng Xiaoping’s Theory，The Important Thought of “Three Represent’s” and Scientific Outlook on Development to Hebei Academy of Social Sciences，and wrote by capable academic teams from experts and scholars of research institutions，colleges/universities and departments concerned across the province，with a view to providing all concerned with overall and accurate information of the process and results of Hebei’s fostering and fulfilling the socialism core-values.

Report of Hebei’s Fostering and Fulfilling the Socialism Core-values（2020）falls into the three parts：General Reports，Special Reports，and Reports of Case Studies. General Reports makes an overall exhibition of the overall situation of Hebei’s fostering and fulfilling the socialism core-values in 2019，including achieved progresses and problems，an analysis of situation and tasks facing Hebei’s fostering and fulfilling the socialism core-values in 2020，and a study of overall thoughts and moves of Hebei’s fostering and fulfilling the socialism core-values in 2020，inclusive of improving regimes and mechanisms，increasing platforms of support，and innovating contents and forms，in an effort to advance fostering and fulfilling the socialism core-values up to a new level.

Special Reports contains 12 study reports. “Practical Exploration and Path Selection in the Healthy & Positive Political Culture Development in Hebei Province” based on surveys states that the inner-party political culture in Hebei Province is positive and healthy as a whole，but negative and corruptive phenomena still exist in some areas，and thus there is a need to continue firmly keeping cultural self-confidence，observe cultural regularity，strengthen organizational and leadership，excavate advantageous resources，and advance cultural supply-side reform，with a view to constantly injecting vitality into the inner-party political culture in sticking to right paths and making innovations. “Hebei’s Practices in Incorporating the Socialism Core-values into Rule-of-Law Development” emphasizes that we should take the opportunity of the “Regulations on the Promotion of Civilized Behavior in Hebei Province” to further arouse the civilized consciousness of the whole society，and use the rigidity of regulations to restrain uncivilized behavior，promoting the improvement of social civilization with the power of law. “New Practices in 2019 and New Thoughts in 2020 in the Internet Culture & Ethics Development of Hebei Province” points out that the Internet space becomes clear and bright growingly，and Internet public opinions tend to be positive and better in Hebei Province in 2019，but there still exist such problems as lack of Internet thinking awareness and inadequacy of Internet governance capacity. Continuing advancement of Internet culture & ethics development necessitates building new platforms，new modes，and new forces to promote the good development of the Internet industry. “Practical Exploration in Hebei’s Promoting the Socialism Core-values with Civilized Rural Conduct” states that Hebei Province takes fostering civilized rural conduct as an important tool of fostering and fulfilling the socialism core-values，makes arrangements elaborately，carries out several moves simultaneously，and achieves good results. This paper puts forward specific solution proposals for solving some problems still existing in the development of rural conduct civilization. “Path Exploration on Building the Family Tradition of Worshiping Culture & Education in Yanzhao Culture” conducts a deep exploratory study of the family tradition culture of farming-study in Yanzhao Culture，and in light of the current reality，puts forward paths and solutions of Hebei’s building the family tradition of worshiping culture & education. “New Fields of Fostering and Fulfilling the Socialism Core-values” states that the old-age education is the new field of fostering and fulfilling the socialism core-values，and Hebei Province has accomplished plenty of foundational work in this aspect that provide lots of beneficial enlightenments. “A Study of Hebei’s Guiding People’s Consumption with the Socialism Core-values” exhibits notable results in Hebei’s guiding people’s consumption with the socialism core-values，but many problems are in urgent need of being solved，and further efforts are needed to enhance people’s awareness of consumption featuring healthy consumption，moderate consumption，fair consumption and legal consumption. “Practices and Proposals on Hebei’s Improving Volunteer Service Quality of City Communities” states that the volunteer service of Hebei’s city communities has distinctive ways and experience，but problems and weaknesses also exist. Taking advanced experience of Beijing and Tianjin as the benchmarking，Hebei needs to ride on the momentum to advance the community volunteer service towards development in depth and breadth. “Hebei’s Female Volunteer Service and Fulfilling the Socialism Core-values” makes a comprehensive statement of the present situation of Hebei’s female volunteer service development in such aspects as organizational setup，team development，institutional improvement and brand building，and puts forward solution proposals for further improvement. “An Exploratory Analysis on Effective Paths of Incorporating the Socialism Core-values Fully into the Ideological and Political Education Work of Colleges/universities” tries to exhibit recent-year distinctive ways and bright points of the ideological and political education work of colleges/universities in Hebei Province from the perspective of colleges/universities’ continuation of fostering and fulfilling the socialism core-values，analyze its problems and inadequacies，and explore effective paths of realization. “A Study of Identifying with and Fostering the Socialism Core-values of College/university Students in Hebei Province in the New Era” based on surveys states that college/university students in Hebei Province tend to better recognize and identify with the socialism core-values as a whole，but there also exist such problems as low level of recognition，instability of identification emotion，and disunity of knowing and doing in part of college/university students，and thus there is a need to establish and implement hierarchical and classified modes of educational guidance with students as the center，with a view to promoting theoretical recognition，emotional identification and practical fulfillment. “Hebei’s Practices in Using Rule-of-Law Micro-movies to Carry Forward the Socialism Core-values” indicates that Hebei Province makes full use of micro-movies to conduct rule-of-law publicity and rule-of-law education，which opens up a new platform to give publicity to the socialism core-values. From now on，there is a need to promote specialized and industrial development of their production，and extend playing platforms，with a view to making Hebei’s rule-of-law micro-movies play a greater role of education.

Reports of Case Studies contains six study reports. “Progress in and Forecast for the Culture & Ethics Development of Hebei Provincial Departments” states that Hebei provincial departments，starting from their job contents，have achieved notable results in the culture & ethics development，but there still exist such problems as vague ideological awareness，short-term actions and tendency of formalism. From now on，there is a need to insist on the people-centered value orientation，and do well in the culture & ethics development of Hebei provincial departments，with a view to playing the role of exemplary “window”. “Taking the Socialism Core-values as an Impetus to Hebei’s Transport Development” points out that the transport department of Hebei Province incorporates the socialism core-values into each aspect of work，and transforms it into people-centered emotional identification and behavior habits，which has promoted the great development of Hebei’s transport. “Taking Micro-movies as a New Platform of Education to Improve Appeal and Orientation of Practical Teaching of Ideological and Political Courses” indicates that Hebei University has conducted exploration of modes of practical teaching of micro-movies，and achieved good results，which provides beneficial enlightenments for fostering and fulfilling the socialism core-values. “A Study of Paths and Mechanisms of Fostering the Socialism Core-values in Campuses of Secondary Vocational Schools in the New Era” indicates that Hebei Business and Trade School，centering around fostering the socialism core-values，determinedly has been fulfilling the value pursuit of “virtue and education”，innovating paths and mechanisms，strengthening educational guidance，practical cultivation and institutional guarantee，in which satisfactory results have been achieved. “A Practical Sample of Fostering and Fulfilling the Socialism Core-values among Farmers in Hebei Province”，taking Sunjiazhuang Village，Weixian County，Xingtai City as a case，conducts surveys of how the intra-county fosters and fulfills the socialism core-values in the rural revitalization，to strive for providing beneficial uses for reference for the implementation of rural revitalization strategy. “Creating Happy Homes and Fostering and Fulfilling the Socialism Core-values” states that Du Village，Gaocheng District，Hebei Province exerts itself to found happy homes of harmony，civilization，beauty and richness，and becomes a good example of fulfilling the socialism core-values，which has significant use for reference and enlightenments for fostering civilized rural conduct and contributing to the rural revitalization.
