3 Basic Requirements

3.0.1 The new mine design shall be based on the geological exploratory report reviewed and recorded by land and resources administrative department.

3.0.2 The reconstruction and expansion mine design shall be based on the geological exploratory report reviewed and recorded by Land and resources administrative department or the supplementary exploratory report for newly increased ore reserves and geological integrated information for mine production approved by it.

3.0.3 The mine design shall be based on the basic reserves in GB/T 17766 Fixed Mineral Resources/Reserves Classification.Due to industrial index alternation,mining rights alternation,major change in resource/reserve and projects construction items overlaying etc.,the mine design shall be based on the verified report of resources/reserves that has been reviewed and recorded.

3.0.4 The design of deposit with complicated hydrogeologcial conditions shall be based on the hydrogeologcial exploration report approved by the land and resources administrative department or the related information of hydrogeological supplementary exploration conducted according to GB 12719 Geotechnical Exploration Codes for Mine Area Hydrogeology.

The design of open pit of extra and big size and the open pit with complicated geotechnical conditions of side slope shall be based on the side slope stabilization study report.

3.0.6 The design of mine waste dump shall be based on the necessary geotechnical and hydrogeological information.

3.0.7 The design of reconstruction and expansion mine shall be based on the information on investigation to the existing facilities and the actual measurement to the current situation of the mine.

3.0.8 The design of the mine with possibility of self-ignition shall be based on the test report on ore and rock self-ignition that has been approved.

3.0.9 The mining engineering design shall be in accordance with the following regulations:

1 The sustainable development principle shall be implemented to insist on optimization design and deal with the relations between the recent project and long-term project.

2 The deposit with good-quality ore,easily to be processed,having beneficial external construction conditions and better economic and social benefit shall be developed in priority.

3 The influencing factors in technology,economy,resources development and utilization,ecological environmental protection,geological disaster prevention and control,water and soil conservation and land reclamation etc.shall be fully considered in selection of open pit mining and underground mining methods.

4 The comprehensive utilization of mineral resources development shall be strengthened,the reasonable mining sequences shall be determined and the resources shall be effectively utilized and protected.Within the same mining zone,the lean and rich ore,the big and small ore shall be mined concurrently to reduce the dilution and loss and to improve the feed grade.The resources that can not be used temporally shall be protected practically.While the main metal is mined,the useful intergrowing and associated compositions shall be comprehensively recovered.

5 As for the mine with rich ore resources,large mining scale and longer service life and longer time to reach construction scale,the options comparison in mining methods and mining scale shall be conducted and the feasibility of technology and reasonability of economy in mining methods and construction in phases shall be verified according to market demands and based on the principle of feasibility in technology and reasonability in economy.

6 The effective new technology,new process,new equipment and new materials shall be adopted positively to improve the mine equipment level,mechanization and automation level.

3.0.10 The type of mine scale shall be classified in accordance with the provisions in Annex A-1.

3.0.11 The commissioning conditions of mine construction shall be in accordance with the following regulations:

1 The commissioning time of mine construction shall be determined according to the specific condition of each mine.

2 The main development and transportation system,mining & cutting shaft sinking and drifting,stripping,ore processing,ventilation and waterproof &drainage,power supply and water supply,machine &vehicle repairing facilities etc.of the mine have been established.

3 The safety facilities,industrial hygiene facilities and environmental protection facilities have been established according to the design requirements.

4 The administrative and living welfare facilities have been basically established.

5 The main processing equipment has been installed and completed and after successful on-load interlocking trial run,it has been formed as the production line with certain production capacity to provide the products specified in the design document and to make the prepared ore reserves for production to reach the specified standard,ensuring safety and continuous production of the mine after commissioning and achieving design capacity within scheduled time.

6 The comprehensive productivity of the mine has reached the proportion of the design scale mentioned as follows.

1)Extra large and large-size mine:30%-40%.

2)Medium and small-size mine:40%-60%.

3.0.12 The retention period of reserves prepared for production of open-pit mine during commissioning can be calculated according to the production scale of the first year after commissioning and can also be determined according to developed ore reserves of 1 year to 3 years and the blocked-out ore reserves of 1month to 3 months.

3.0.13 The retention period of reserves prepared for production of underground mine during commissioning can be calculated according to the design capacity and can also be determined according to the developed ore reserves of 3 years to 5 years,prepared reserves of 6months to 12 months and the blocked-out ore reserves of 3 months to 6 months.

3.0.14 The stripping volume of shaft sinking and drifting of new mine capital construction shall be calculated in accordance with the following regulations:

1 The stripping volume for capital construction is the stripping volume of open-pit mine for prepared ore reserves of mining production as required by commissioning.

2 The shaft sinking and drifting engineering quantity for capital construction is the driving quantity of shaft sinking and drifting and chambers for prepared ore reserves of mining production and necessary mining working faces as required by commissioning of underground mine.

3.0.15 For rebuilding and expanding the mine,the stripping quantity for capital construction and shaft sinking and drifting engineering quantity for capital construction shall be calculated according to the newly increased scale.

3.0.16 The mine service life shall be determined according to Article A.0.2 in this code.

3.0.17 The mine should operate continuously,with yearly working days of 300-330,3 shifts per day and 8h per shift.
