Efforts will be made with resolve to win the battle against poverty. We will comprehensively address the problem of“Two needs are met, three are guaranteed” of the rural poor. We will make every effort to fight against extreme poverty so as to ensure that all the remaining 183,400 people living in poverty are lifted out of poverty.

We will fight resolutely to finish pollution control, strengthen joint control of air pollution in Fenghe and Weihe Plains, vigorously promote the prevention and control of atmospheric pollution in the fall and winter, complete scattered coal management tasks of about 70 remaining households in the Guanzhong area, consolidate treatment measures of poorly managed and polluting small enterprises, deepen special treatment of industrial furnaces and motor vehicle exhaust, implement ultra-low emissions reform of the iron and steel industry. We will carry forward the system of river chiefs and lake chiefs, and promote the prevention and control of pollution in key river basins and the standardization of drinking water sources so as to consolidate progress in treating polluted urban water. The regulations on ecological and environmental protection of Qinling Mountain will be put into practice, revising the overall plan.

We will forestall and defuse major risks with resolve. We will define responsibilities of governments at all levels, ensure that the annual task of reducing hidden debts is completed, implement the negative list system for government borrowing and financing, eliminate unbudgeted projects, and prohibit illegal new government debt. We will forestall and defuse the overdue risk of small loans in the field of poverty alleviation, and ensure that high-risk rural cooperative institutions“take off their hats”. We will carry out a special campaign to rectify risks in Internet Finance, and push forward the risk liquidation of problematic online loan companies. We will step up efforts to build monitoring and early warning platforms, crack down on illegal financial activities, and ensure that systemic financial risks do not occur.
