For 70 years, we have struggled for happiness encouraged by horn sound of triumph;we have done brilliant work hearing pounding of horse's hooves. Looking back on the past, the province's people pioneered and pushed ahead with both hands to write an earth-shaking struggle epic.

Today, Shaanxi has stood on a new historical starting point. The economic and social development of province has entered a new era with the high-quality provincial economy advanced in an orderly way; the pace of development, chase and transcendence is steady;the construction of the modern economic system with Shaanxi characteristics has been sped up.

Facing the new circumstances, new tasks, new opportunities and new challenges, we will remain true to our original aspiration and keep our mission firmly in mind to rally around the Party central committee with President Xi Jinping as the center, Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as guideline, adhere to the correct direction of reform and opening up, adhere to the Five Development Concepts;actively advance the Five New strategic tasks; speed up the development of hub economy, doorway economy and mobile economy; we will hold indomitable mettle and lose no time in progressing toward a new brilliant future!

Key Tasks in 2020

Shaanxi have set the main targets for its economic and social development for the year of 2020 as follows: increase GDP by around 6.5%; increase fiscal revenue by around 3%; increase 380,000 new urban jobs; ensure the registered and surveyed urban unemployment rates within 4.5% and 5.5% respectively; increase urban and rural per capita disposable incomes by 8% and 9% respectively; and keep CPI increase of around 3.5%.

Renew our commitment to steady growth of economy within an appropriate range

More efforts will be made to stabilize industry. We will do a solid job in the energy industry and ensure steady production of coal, crude oil and natural gas. We will continue to provide dynamic monitoring and lean services to key enterprises and projects, and increase the number of standard-sized enterprises by 700, of which the added value increase by 7%.

Attention will be paid to promote investment. We will perfect the system and put into practice for stabilizing investment, adjust and optimize policies on land and energy consumption, and strengthen the guarantee of factors of production. We will carry on the policy of “Special Bonds plus Market-based Financing”, and guide funds into areas such as advanced manufacturing, construction of people's livelihood, and weak point in infrastructure. We will invest over 500 billion yuan in key provincial-level projects over the course of the year.

Endeavors will be made to optimize supply and expand consumption. We will optimize the supply structure and the consumption environment to upgrade consumption. Total retail sales of consumer goods will grow by 7.5 percent.
